1. The Doctor of Rights, Not Just Animals
When people in Thailand's labor rights circles hear the name "Dr. Boon" or Boon Arayapon, many picture a man standing firm in front of the Government House with protest signs. But behind the resolute negotiator is a former honors veterinarian driven by a deep commitment to reforming Thailand's welfare system.
Dr. Boon holds a Bachelor of Veterinary Science with Second Class Honors from Chulalongkorn University and a Bachelor of Laws from Ramkhamhaeng University. This dual background in life science and law equipped him with both empathy for everyday workers and the legal acumen to navigate complex social policy.

The COVID-19 pandemic in 2020 served as a catalyst. Confronted with widespread economic hardship, Dr. Boon founded the "Reclaim, Not Beg" (ขอคืนไม่ได้ขอทาน) group. The central message was powerful: Social Security funds are workers' own savings — not government handouts.
The movement went beyond speeches. Activists camped overnight near the Government House, held banners in protest, and engaged directly with officials. On January 4, 2021, Dr. Boon was arrested for obstructing public access while holding a sign outside the Government House — but the fight continued.
3. The Policy He Proposed — The 3 Requests Law
From that movement emerged the "3 Requests Law" (กฎหมาย 3 ขอ) — a three-pillar framework to give workers control over their own savings:

What sets Dr. Boon apart from other activists is his use of data and statistics as tools of advocacy. He opposes the government's proposed CARE formula — which averages earnings across an entire career — and instead proposes the Best60M formula: calculating pensions based on the average of the highest 60 months of earnings throughout a worker's career.

5. Current Mission — Fighting CARE and Running for the SSO Board
Dr. Boon remains an active voice, leading campaigns against policies he believes undermine workers' rights — particularly the CARE pension formula. He is also preparing to run again for a position on the Social Security Board (Insured Workers' Faction) in 2026, aiming to drive meaningful reform from within the system.
