From Healing Animals to Defending Rights

Boon Arayapon was born on 22 June 1973. He began his education at Wat Hua Lamphong School (1980-1986), then continued at Debsirin School (1986-1991) before earning degrees in Veterinary Science (D.V.M.) from Chulalongkorn University, 2nd Class Honours (1991-1997) and Law (LL.B.) from Ramkhamhaeng University. He spent over 25 years working in the private sector, with both Thai companies and multinational subsidiaries in the leading animal health industry, before becoming a full-time social security activist — driven by a deep interest in legal rights and workers' welfare, combined with witnessing how millions of workers couldn't access their own SSO savings during crises.

Why "Mor Boon" — Is He a Doctor?

No — Boon Arayapon is not a medical doctor, traditional healer, or herbalist. In Thai, "หมอ" (Mor) is a broad honorific for a trusted expert or problem-solver — the same word used in "หมอความ" (lawyer) — not exclusively a clinical title. The public calls him "Mor Boon" as "the doctor treating what's wrong with the social security system," not as a physician. He is not a registered active member of the Veterinary Council of Thailand, so per the Veterinary Profession Act he does not use the formal prefix "น.สพ." (Mr. Veterinarian) — only the post-nominal abbreviations D.V.M. and LL.B. appear in his campaign materials.

COVID-19 Crisis and the Birth of "Kor Khuen Mai Dai Kor Than"

During the COVID-19 pandemic, millions of Thai workers lost their jobs and income — yet their SSO old-age savings remained locked and inaccessible. Dr. Boon argues the CARE formula could significantly reduce pensions for workers who start with lower wages or whose earnings rise with seniority late in their careers, and that it may conflict with the principle set out in Supreme Court ruling 3307/2567, which protects insured workers' already-vested pension rights.

The CARE formula is a pension calculation method proposed by the SSO Board that averages wages over an entire career instead of the best 60 months. Dr. Boon argues it would dramatically reduce pensions for workers who started with lower salaries — and that it may violate Supreme Court ruling 3307/2567, which protects vested pension rights.
Supreme Court ruling 3307/2567 established that once a Section 33 insured worker has contributed for 180+ months, their vested pension rights are locked for life — the SSO cannot retroactively apply a lower rate to reduce an already-earned pension. This ruling is the cornerstone of legal challenges against the CARE formula.
Section 33 covers employees with an employer — contributions are split between employee and employer. Section 39 covers former Section 33 workers who voluntarily continue coverage independently, using a fixed wage base of 4,800 THB. This difference directly affects pension calculations, especially when switching from Section 33 to 39 before age 60.
