Thailand's Social Security Office (SSO, สำนักงานประกันสังคม) manages pensions for over 25 million workers under three categories: Section 33 (salaried employees), Section 39 (former employees who opted to continue contributing), and Section 40 (self-employed and informal workers). The SSO Board — part elected, part appointed — sets the rules for how pensions are calculated.
At issue is the proposed CARE formula, a new pension calculation method put forward by the Ministry of Labour. Critics, led by Boon Arayapon, argue CARE quietly redistributes pension entitlements between worker categories — reducing the pensions of long-serving Section 33 and Section 39 workers — in violation of Supreme Court Ruling 3307/2567, which already established a fairer calculation precedent.
The alternative Boon proposes — the Best 60 Months formula — uses a worker's highest 60 months of contributions across their entire career to calculate their pension base, rather than blending all contributions into a single average that disadvantages career switchers.

Boon Arayapon holds a Doctor of Veterinary Medicine (D.V.M.) and a Bachelor of Laws (LL.B.) — an unusual combination that has proved decisive: the scientific rigour to analyse pension data, and the legal precision to dismantle the CARE formula in court filings and parliamentary testimony.
In 2023 he founded the "ขอคืนไม่ได้ขอทาน" movement — literally "We demand what is ours, not alms" — which has since grown into a national class-action campaign representing over 1,359 registered Section 39 claimants. He has built Thailand's most comprehensive independent SSO reform resource at boonarayapon.com, attracting over 150,000 TikTok followers and 126,000 Facebook followers with data-driven explainers on pension rights.
On May 21, 2026, he led a multi-union delegation to the Ministry of Labour and formally submitted a demand letter to halt CARE. On May 25, 2026 he will testify before the Senate Labour Committee — invited by committee chair Nirutti Suthinon — carrying 1,359 witness names as evidence of systemic harm.
