What Is the SSO Board Election?

Thailand's Social Security Board (คณะกรรมการประกันสังคม) oversees the ฿2.3 trillion Social Security Fund — the pension, healthcare, and compensation system covering 25 million workers. The board has direct authority to approve the pension calculation formula.

The first-ever direct election took place on December 24, 2023. The board's 2-year term expired February 13, 2026. The second election — still without a confirmed date — will determine who controls pension policy for the next two years, including whether the CARE formula (which cuts some pensions by 70%) is replaced with the Best 60M formula.

Election Rules: Current vs. Proposed
⚠️ No rules have been signed as of May 17, 2026

The Labour Minister has not signed either version of the election regulations. Until that happens, no election can be scheduled. Which rules are adopted will also determine the election date.

IssueCurrent Rules (2023)Proposed New Rules
Voting rights 1 person selects 7 candidates 1 person, 1 vote only
Seat allocation Top 7 vote-getters across all sections Fixed quotas by section (33/39/40)
Candidate eligibility Standard criteria Must have contributed 48 months in 5 years + "politically neutral"
Impact on timeline Election possible Aug 2026 Add 3+ months minimum → late 2026 or 2027
Why the Rules Controversy Matters

The 2023 election saw the "Progressive Social Security" team — which had campaigned against the CARE pension formula — win 6 of 7 insured persons' seats. Critics argue the proposed new rules are designed to prevent such a unified outcome, fragmenting labour's vote across sections and raising eligibility barriers for reform candidates.
