On 14 July 2026, Cabinet approved the CARE formula in principle — but the fight isn't over. Dr. Boon's team has formally submitted a letter of objection to the Council of State, and our fact-check found the claim "no one loses" is misleading — real impact begins as early as 2028. FAQ

Know Your Rights
Before It's Too Late

A lump-sum gratuity is a one-time payment for: (1) insured persons with fewer than 180 months of contributions, (2) persons entitled to disability benefits, (3) survivors of deceased insured persons, and (4) foreign workers returning home permanently. A monthly pension (annuity) applies to those with 180+ months of contributions — paid every month from age 55 for life.
You must be 55 years old and have ceased being an insured person. Based on contribution period:
  • Fewer than 12 months — your own savings only, no interest
  • 12–179 months — lump sum with employer + government matching contributions
  • 180+ months — choose: lump sum or monthly pension for life
Boon Arayapon (Dr. Boon) holds a D.V.M. from Chulalongkorn University and an LL.B. from Ramkhamhaeng University. He is Candidate No. 2 for Insured Workers' Representative in the 15th SSO Board Election, confirmed for 27 September 2026 following the resolution of a Central Administrative Court dispute over voter pre-registration, running 100% independent with no team or party affiliation. He founded the "Ask Back, Not Beg" advocacy group and champions the 3 Requests policy, the Best60M pension formula, and the #StopCARE campaign.

He is not a medical doctor — "Mor" (Doctor) here is a Thai honorific for a trusted expert. Read full biography →
The CARE formula (Career-Average Revalued Earnings) recalculates old-age pensions using a career-long wage average instead of the final 60 months.

Update, 14 July 2026: Thailand's Cabinet approved the formula in principle — but it is not yet in force. It must still pass Council of State review and be published in the Royal Gazette, with full implementation expected in 8-10 months. Dr. Boon and the insured-worker network formally submitted a letter of objection to the Council of State on 15 July 2026. Read the full news →
This claim is misleading. The guarantee applies to only 2 groups: those already receiving a pension, and those beginning to receive one during the first 5 transition years (2025-2030), who receive tapering — not full 100% — compensation. Protection declines yearly, reaching 60:40 by 2028, and 0:100 (full CARE, no compensation) from 2031 onward. Read the full fact-check →
Since the SSO Board election allows each insured voter to select up to 7 candidates, Dr. Boon's campaign recommends two audience-segmented strategies, not one:

🎯 "Pure Bullet Voting" — for die-hard supporters fully confident in Dr. Boon alone. Mark ONLY No. 2 and leave every other slot blank, for 100% concentrated power. Learn more →

🤝 "6+1" — for voters who also like other candidates and don't want to give those up. Choose your preferred 6 candidates, plus No. 2 (Dr. Boon) every single time.

Both approaches guarantee at least one fully independent representative with no conflicts of interest sits on the board.
Election day is confirmed for Sunday, 27 September 2026. A Central Administrative Court order (24 July - 11 August 2026) resolved a dispute over the mandatory voter pre-registration rule — that rule was suspended, and Thailand's Labour Minister then signed a formal regulation amendment (14-15 August 2026) making the removal permanent, no longer tied to the court case outcome. Dr. Boon's 3 Requests framework to restore rights for insured workers:
  • Right to Choose — elect lump sum or monthly pension at retirement
  • Right to Withdraw — access up to 30% of savings (max 30,000 THB) in crisis before age 55
  • Right to Borrow — use your own SSO savings as loan collateral
Supreme Court ruling 3307/2567 established that once a Section 33 insured worker has contributed for 180+ months, their vested pension rights are locked for life — the SSO cannot retroactively apply a lower rate to reduce an already-earned pension. This ruling is the cornerstone of legal challenges against the CARE formula.
Section 33 covers employees with an employer — contributions are split between employee, employer, and government. Section 39 covers former Section 33 workers who voluntarily continue SSO coverage independently, using a fixed wage base of 4,800 THB. This directly affects pension calculations, especially for workers who switch from Section 33 to 39 before age 60.
Use the free calculator at boonarayapon.com/calc-sso/ — built with 28 years of real compound interest data from the Royal Gazette. Supports both Section 33 and 39, with lump-sum vs pension comparison and Breakeven Age calculation.
Dr. Boon is gathering Section 39 insured persons whose pensions were calculated on the unfair 4,800 THB base to file a group administrative lawsuit (class action), citing Supreme Court ruling 3307/2567. Register at boonarayapon.com/m39/
